The concession for the use of thermal or marine water, for the construction of a thermal spa or thalassotherapy centre, is granted by decree of the wali, who has territorial jurisdiction, after favorable opinion from the technical committee for hydrotherapy, set up with the ministry in charge of hydrotherapy.
