Conditions of granting

It is made known that any natural or legal person subject to the Algerian law willing to export hazardous special wastes must file a prior request for habilitation, to the services of the Minister in charge of environment.

It should be noted that the transboundary movement is only initiated after receiving written confirmation that

  • the notifier (containing the declarations and information specified in Appendix V-A) has received written consent from the State of import
  • the notifier has received confirmation from the State of import that a contract exists between the exporter and the disposer specifying environmentally sound management of the waste in question (Article 6(3)).
Requested documents

Requests must be filed within the first five (5) business days of each month.

It is essential to provide a complete application consisting of the documents listed below:

  • A specific agreement for the import of this waste, in case the importing State has not prohibited the import of such waste. (Article 4c of the Convention).
  • A commitment agreement from the disposal facility for sound management of the waste in question.
  • A contract between the exporter and the disposer specifying sound management of the waste in question.
  • Approval of the treatment installation for the waste to be exported.
  • A signed notification document confirming the prior consent of the competent authority of the importing country (see Appendix V-A of the Convention).
  • A transportation document accompanying the hazardous waste and other waste from the place of origin of the movement to the place of disposal (see Annex V-B of the Convention).
  • Insurance coverage, deposit, or other guarantees, required by the importing State, as a condition of entry for any transboundary movement of hazardous waste or other wastes.
  • Report card for the waste concerned
Legal basis
  • Article 26 of the law n°01-19 of December 12th, 2001, relating to the management, the control and the disposal of wastes, as well as to those of the Presidential Decree n°98-158 of May 16th, 1998 carrying adhesion, with reserve, of Algeria to the convention of Basle on the control of the transboundary movements of hazardous wastes and their disposal.
  • Order of 16th Chaoual 1441 corresponding to June 8th, 2020 fixing the modalities of habilitation of the exporter of hazardous special wastes.
