The Ministry of Environment informs companies wishing to apply for an annual import quota of regulated substances, in the application of the executive decree N°13-110 of March 17th, 2013 regulating the use of substances that deplete the ozone layer, their mixtures, and products that contain them, before complying the visa established by the Ministry of Energy services in accordance with the provisions of the executive decree N°03-451 of December 1st, 2003, amended and completed.
The applications for import quotas concern the controlled substance "Hydrochlorofluorocarbon HCFC-22", authorized for import contained in the executive decree N°13-110 of 17th, March 2013.
This substance is governed by an annual import quota.

Conditions of granting

The applications must be deposited, in exchange for a receipt, at the Ministry of the Environment services, located at rue des quatre Canons, Algiers.

Requested documents

The application form of quota is included in Annex IV of the executive decree. The form can be downloaded from the website of the Ministry of the Environment
It must be accompanied by a complete application including the following documents:

  • Copy of the commercial register
  • Copy of the fiscal identification card
  • Certificate issued by the supplier attesting that the controlled substance is new, not regenerated, and not recycled
  • Statement of the substance's quantities imported for the year 2021 and the point of entry and/or place of clearance

The allocation of quotas among the companies that have applied will be made by the "Controlled Substances Committee" established in accordance with the provisions of Article 19th of Decree No. 13-110 of 17 March 2013.

When and how the delivery takes place

A notification of quota granting will be established by the Ministry of Environment services.
